A familiar name is not a match
A returning worker may have a prior employee record, new identifier, changed personal details, or a separate employment period. Start with the authoritative rehire request and approved identity-verification process. Do not match records only on name, email, or an old spreadsheet row. Map identifiers by system

Separate dates that answer different questions

Check that the prior inactive record has not re-entered a current export. Review permissions as well as data: a rehire does not automatically justify restoring every old account or folder. The close note should list the confirmed record relationship, effective cycle, sources reviewed, fields intentionally carried forward, fields refreshed, unresolved dependencies, and final reviewer. Preserve the note where future payroll teams can find it without exposing unnecessary personal information.
