Outsource Payroll Company guide
Payroll off-cycle approval boundary guide
Create an intake and review path for off-cycle payroll requests without letting urgency erase approval controls.
Payroll handoff readiness check
Use this table before a provider or Filipino payroll support worker receives access.
| Work area | Ready to hand off when | Owner check |
|---|---|---|
| Reason | The request explains why regular payroll is insufficient. | The owner confirms the reason. |
| Impact | Affected period and employee records are identified. | The owner decides treatment. |
| Release | Approval and receipt evidence are retained. | The authorized owner approves release. |
Intake the exception as a decision
An off-cycle request should state its reason, affected period, source evidence, requested deadline, and consequence of waiting. That gives the payroll owner enough context to decide whether an off-cycle run is appropriate.
A support specialist can assemble the packet and check required fields. They should not treat urgency as permission to bypass a bank, tax, pay, or employment-status review.
- Identify the reason.
- Check the affected period.
- Name the decision owner.
- Record the release outcome.
Close the exception
Keep the provider response and owner decision with the request. If the request is declined or deferred, record that outcome rather than leaving a blank status.
Review off-cycle requests by cause after the cycle; repeated requests may point to a missing cutoff or approval step.

Questions from payroll buyers
Does urgency change who approves?
No. It changes the response window, not the authority boundary.
What should the packet include?
Reason, source, period, deadline, impact, and authorized decision.
