Payroll backup approver activation rules

Define when a backup approver may act, what evidence they need, and how the substitution is recorded.

Payroll handoff readiness check

Use this table before a provider or Filipino payroll support worker receives access.

Work areaReady to hand off whenOwner check
TriggerThe absence or unavailable-owner condition is documented. The primary owner or designated authority confirms it.
ScopeAllowed decisions and exclusions are written. The backup accepts the boundary.
ReturnOpen decisions are transferred back with evidence. The primary owner confirms handback.

Make backup authority temporary

A backup approver should activate for a defined condition and time window, not inherit every payroll decision indefinitely. Write which cycle, task, and decisions the backup may handle, and which matters still require the primary owner or provider.

Give the backup the evidence needed for the limited scope. Keep the preparation record, approval record, and activation notice together so a later reviewer can distinguish substitution from normal authority.

  • Name trigger.
  • Limit scope.
  • Set end time.
  • Notify stakeholders.

Hand authority back cleanly

When the primary owner returns, list decisions made, items waiting, and any exceptions requiring review. The backup should not close their own unexplained exceptions.

Review whether the activation was used as designed and update the absence plan before the next cycle.
